Luz is a Chartered Civil Engineer with over 20 years of experience in the water and the environmental sectors, particularly involved in international cooperation and technology transfer projects. She has worked in the whole project cycle from the acquisition of donor-funded projects to negotiations and the technical backstopping of projects. Luz has experience in mathematical modelling of urban drainage and river flood management systems.

She has supported utilities in the implementation of Non-Revenue Water recovery projects and integrated wastewater management based on the international best practices and the application of innovative technologies.

She is skilled in identifying project opportunities, setting up project consortia and networking with experts, donors, and clients, proposal writing, project monitoring, and evaluation, capacity building, and project communications.
